Introduction of Beiyun Program

In 2008, Green Earth Volunteers was recognized as a member of Waterkeeper Alliance. Waterkeeper Alliance is a global movement of on-the-water advocates who patrol and protect over 100,000 miles of rivers, streams and coastlines in North and South America, Europe, Australia, Asia and Africa (http://www.waterkeeper.org/). Green Earth Volunteers is accordingly named as the Beiyun Waterkeeper.
 
Beiyun Program is originated from river watch tour which was started by a group of civil experts from March 2007 and held weekly by Green Earth Volunteers.
 
The Beiyun Program aims at protecting the vulnerable Beiyun water system which has extremely high population density. Water scarcity and water pollution are the two key features of Beiyun water system. The Beiyun Program consists of two main parts. The first part is weekly river patrol activities aiming at educating more people about water scarcity and water pollution, and locating pollution sources. The second part is investigation and research aiming at influencing public policy.
 
Except for weekly river patrol activities, in 2011, Beiyun Waterkeeper cooperated with Beijing Sci&Tech University to test the water quality of Beiyun water system. A report by civil groups will be published later in 2012 base on data collected. In 2012, Beiyun waterkeeper will focus on promoting a differentiated water pricing system which will be crucial to greatly reduce water consumption and relieve water pollution.
 
Beiyun Waterkeeper is also endeavoring to establish a river protection alliance within China with other grass-root NGOs, several of which are also waterkeepers, such as upper Yellow River Waterkeeper, Hanjiang Waterkeeper, Qiantang Jiang Waterkeeper, and Green Anhui. In Jan 2012, GEV hosted a river protection alliance conference in Jiangxi Province with more than 20 participants from 20 NGOs. Now Beiyun Waterkeeper and Qiantang Jiang Waterkeeper is negotiating with a private company to start a program which aims at building a water quality detection network within watershed where members of river protection alliance work.
